The subcommittee met, pursuant to notice, at 10:10 a.m., in room 2237, Rayburn Rouse OEce Building, the Honorable Robert W. Kastenrneier [chairman of the subcoliimlttee] presiding. Present: Eepresentatives Iastemxeier, Danielson, Drinan, Pattison, Bailsbacli, and Wiggins. Also present: Bruce A. Lelmaa, counsel; Timotliy A. Boggs, professional staff meniber; Thomas E. Mooney, associate counsel. Mr. KASTENXEIERT.h e subcommittee will come to order. This morning tlie subcommittee reconvenes to begin hearings on one of the most sensitive contemporary issues confronting the President and Congress-the power of the Execuhive to engage in wiretapping an8 electronic surveillance solely for the purpose of gathering foreign intelligence.
